Libya has reached a turning point. Supported by NATO and coalition air power, the rebels appear to have overthrown a notorious dictator and terrorist. I have been skeptical of the Obama administration's engagement in Libya and still believe that the president failed to clearly justify the United States' vital interests there. The president's assertion that we were not engaged in hostilities, and therefore congressional authorization was not required is absurd.
